Manufactured & Mobile Home Repair Project

Background

In 2024, the City of Blaine received a grant from the Metropolitan Council to determine the need for and feasibility of a manufactured home replacement program.

 

Existing home improvement programs are funded by restricted funds that are only allowed to be used on affordable housing and home improvement or by grant funds received from the state, county, or federal government.

 

No tax levy dollars are currently used for these programs. The city expects to continue using restricted funds and grants for future programs.

The proposed development is the replacement of deteriorated homes that are not able to be rehabilitated in a cost effective manner with new or used homes for the existing owners.

 

The new units will be income restricted and have loan payments sized to be affordable to the existing owners after accounting for lot rent. The development will occur in the Centennial Square and Restwood Terrace manufactured home communities which have a combined 851 homes.

Of those homes 43 are high priorities for assessment and potential replacement, since they were constructed prior to the HUD manufactured home code, and thus had no code requirements for construction.

 

An additional 145 homes were constructed post HUD code, but at least 40 years ago and are likely in need of substantial repair or replacement.

The scope and structure of the future replacements is to be determined by the predevelopment activities, which will identify the number of homes that are candidates for replacement, the structure of replacement financing, and the impact to the target homeowners and homeowners throughout the parks, and any mitigating measures that must be taken to prevent displacement.
